比如:北京某企业要买巴西糖厂的白糖,如果北京的企业跟巴西的企业签完合同以后,北京的公司把价值一亿的钱打过去时,会担心巴西的企业没有货或是不发货或发的货质量不达标,担心受骗上当。

这种情况就算北京的公司有钱,在中国开证也一样会受到一些限制,就算有保证金也不一定能开出信用证,所以就诞生了国际之间的信用证业务。这时我们就可以帮他海外开信用证,整体我们收10%的费用,就可以把100%的证开过去了。如果北京这个公司,银行有授信,需要开证,我们也可以帮开。开完以后給银行做担保可以貸款。
第二种情况,北京的公司没有钱,因为你到工商银行开证是需要放保证金的,开证也需要费用。那该怎么办呢?这时我们可以来帮助他垫资开信用证。如果需要我们垫资开信用证,就需要我们双方来谈,一般是企业方3,垫资方7比例利润分成,上下游单独签协议。这是国际垫资租信用证业务。
第三种叫买断信用证。也是备用信用证。主要用于融资。
比如:北京某企业,账上有50亿存款,我们就可以帮他开50亿或60亿的信用证,他可以支付我们60-70%的费用,然后他把证存在银行,等到一年后我们开证公司和银行100%还款平仓。这样买证企业就等于白赚了20-30%差价。假如他是100亿的话,他只需付60-70亿买,等于他白赚了30-40亿。这就叫买断信用证。
情况二,如果企业没有钱,他可以利用银行授信,我们帮他开证,证开好之后,他可以贷款,我们拿走70%,他自己得到30%,-年到期我们开证行还款平仓,这也是买断信仰证。
这是合法的,实际这是国际银行之间的票据融资。跟国内的承兑汇票贴现差不多。
比如开个农行的承兑汇票,到建行抵押贷款或贴现90%,等到一年后建行拿证去农行无条件平仓。建银行就白赚了这个10%贴现费。
信用证,可以帮助国际企业的融资、贸易达到四两拨千斤的作用。
我们主要做的是海外信用证。
中国企业为什么要到海外开证呢?
在中国的银行去开证是一定要放比较高的保证金或资产抵押。每个银行的要求不同。关键是对你开证的用途审查的很严。
相对美国华尔街、欧洲的银行要求就没有那么复杂、审查没有那么严格。
国外的企业也没有中国的多,中国的银行是不缺客户的,所以比较挑客户。所以到国外开信用证就简单多了。
綜上所述:只要重慶市政府50%,採納我們以上中美合作共贏建議,我们可以保守的说,2025年底實現重庆市GDP由目前3万亿增加到100万亿人民幣不是困難的事情!

If these issues in international trade are not resolved, they will affect transactions. So international letters of credit are used to address the concerns and worries of both buyers and sellers in international trade.
Specifically, in the first scenario, companies in Beijing are required by Chinese law to place deposits or deposits in banks. For example, if an industrial and commercial bank helps open a 100 million yuan letter of credit for a sugar factory in Brazil, and the bank receiving the 100 million yuan letter of credit from the sugar factory in Brazil dares to ship the goods in order to complete the business.
In this situation, even if companies in Beijing have money, there will still be some restrictions on opening letters of credit in China. Even if there is a deposit, it may not be possible to open a letter of credit, so the international letter of credit business has emerged. At this point, we can help him open a letter of credit overseas, and we will charge a 10% fee overall, so we can open 100% of the letter of credit. If this company in Beijing has a bank credit line and needs to open a letter of credit, we can also help to do so. After opening, you can provide a guarantee to the bank for a loan.
The second scenario is that the company in Beijing does not have the money because you need to deposit a deposit and incur fees when opening a letter of credit at Industrial and Commercial Bank of China. What should we do then? At this point, we can help him advance funds to open a letter of credit. If we need to advance funds to open a letter of credit, we need to negotiate between the two parties. Generally, the enterprise party 3 and the advance party 7 share the profits proportionally, and the upstream and downstream parties sign separate agreements. This is international advance lease letter of credit business.
The third type is called a buyout letter of credit. It is also a standby letter of credit. Mainly used for financing.
For example, if a company in Beijing has a deposit of 5 billion yuan, we can help them open a letter of credit for 5 billion or 6 billion yuan. They can pay us 60-70% of the fees, and then deposit the letter of credit in the bank. After one year, our issuing company and the bank will repay 100% and close the position. Buying certificates in this way is equivalent to earning 20-30% of the price difference for nothing. If he is 10 billion, he only needs to pay 6-7 billion to buy it, which means he has earned 3-4 billion for nothing. This is called a buyout letter of credit.
Scenario 2: If a company does not have money, they can use bank credit and we can help them open a letter of credit. After the letter of credit is issued, they can take out a loan and we take 70% of it, while they receive 30% themselves. When the loan expires in - years, the issuing bank will repay and close the position, which is also a buyout of the letter of credit.
This is legal, in fact, it is bill financing between international banks. Similar to discounting domestic acceptance bills.
For example, opening an acceptance bill from Agricultural Bank of China, mortgaging or discounting 90% to Construction Bank, and then obtaining a certificate from Construction Bank to unconditionally close the position at Agricultural Bank of China after one year. Bank of China earned this 10% discount fee for nothing.
A letter of credit can help international enterprises achieve a significant impact in financing and trade.

Why do Chinese companies need to issue letters of credit overseas?
To open a letter of credit in a Chinese bank, it is necessary to place a relatively high margin or asset collateral. Each bank has different requirements. The key is to scrutinize the purpose of your letter of credit very strictly.
Compared to Wall Street in the United States and banks in Europe, the requirements are not as complex and the scrutiny is not as strict.
There are not as many foreign companies as in China, and Chinese banks do not lack customers, so they are more selective about customers. So opening a letter of credit abroad is much simpler.
In summary, as long as 50% of the Chongqing Municipal Government adopts our suggestions for win-win cooperation between China and the United States, we can conservatively say that it will not be difficult to increase Chongqing's GDP from the current 3 trillion yuan to 100 trillion yuan by the end of 2025!
